Promoting digital transformation in rural Hai Phong through AI and e-commerce

On November 18, 2025, in Hai Phong city, the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, in coordination with the Hai Phong Department of Industry and Trade, organized the conference "Training and dissemination of legal documents and skills training on applying AI to develop business on digital platforms for rural industrial establishments".

This program, part of the local industrial promotion plan for 2025, is organized for managers, businesses, cooperatives, industrial clusters, and rural industrial establishments in three communes: Nguyen Luong Bang, Gia Phuc, and Cam Giang in Hai Phong city.

In his opening remarks at the conference, Mr. Nguyen Quoc Huy – Head of the Industrial Management Department, Hai Phong Department of Industry and Trade – shared that in the context of the rapidly developing digital economy, e-commerce has become an important tool to help businesses and rural industrial establishments expand their markets, promote products, and enhance their competitiveness. The program is of practical significance, helping establishments, cooperatives, and industrial clusters in three communes with great production potential access legal knowledge on e-commerce and grasp the trend of applying artificial intelligence (AI) in business and production management.

Representatives from the Hai Phong Department of Industry and Trade also expressed their hope that the Department of E-commerce and Digital Economy would continue to pay attention to and support the city in training, technology transfer, and guidance on applying AI in e-commerce. This would help officials, businesses, and cooperatives in the area, especially in rural communes, improve their digital skills, operate online stores effectively, and bring local products further into the digital market.

Overview and trends of e-commerce in Vietnam

At the conference, Mr. Cao Qui Long – lecturer and representative of the Center for E-commerce and Digital Technology Development (eComDX) (Department of E-commerce and Digital Economy, Ministry of Industry and Trade) – presented an overview of Vietnam's e-commerce market and analyzed its strong development trends. According to Mr. Long, the size of Vietnam's retail e-commerce market will exceed US$31 billion by 2025, accounting for approximately 10% of the total retail sales of goods and consumer services nationwide. Mr. Long also focused on analyzing new trends, especially the Shoppertainment trend (shopping combined with entertainment), projected to reach approximately US$11.2 billion by 2025, along with the role of e-commerce as a lever for Vietnam's exports.

Besides disseminating legal regulations related to e-commerce activities, Mr. Long presented detailed information on important topics such as the operating model of e-commerce, the process of notifying e-commerce websites selling goods, and violations and penalties. This helps businesses and cooperatives seize the golden opportunities of the market, while operating online stores effectively and complying with legal regulations.

AI: The key to improving business performance.

Besides disseminating legal information, the training program delves into the application of artificial intelligence (AI) in production, business operations, and brand development in the digital environment. Mr. Cao Quy Long emphasized that AI has become an essential tool to help businesses optimize workflows, improve efficiency, and enhance customer experience. According to statistics, more than 80% of online retailers have already applied or are currently applying AI.

Participants received specific guidance on how to leverage the power of AI in personalizing customer experiences, creating content, promoting products, and automating operations. In particular, Mr. Long introduced solutions for creating AI virtual assistants to help businesses reduce their customer service workload. Real-world data shows that 66% of Vietnamese businesses currently use AI to communicate with customers, and 63% use it to find new customers.

Residents of three communes in Hai Phong are enthusiastically embracing digital technology.

A unique aspect of the program is the hands-on practice and direct interaction between instructors and participants. Delegates from three communes and representatives from industrial clusters experienced the application of AI in business planning, data analysis, and optimizing customer interaction. These practical sessions helped learners better understand the benefits of technology in commercial operations and enabled them to immediately apply it to their own businesses, cooperatives, and production facilities.

The conference helped participants gain a better understanding of new trends in e-commerce and how AI can practically support daily business operations, from product promotion and customer service to sales management in the digital environment. The knowledge and skills shared at the program are relevant to the practical conditions of businesses, cooperatives, and production facilities in rural areas, thereby helping them gradually expand their markets, improve product consumption efficiency, and enhance the competitiveness of local industrial clusters and industries.

Representatives from the Department of E-commerce and Digital Economy affirmed that they will continue to work alongside localities, including Hai Phong city, to expand in-depth training programs. The Department will closely coordinate with the Department of Industry and Trade in implementing practical training programs, aiming to make Hai Phong a leading locality in digital transformation of the rural industrial sector.
