With the Law on E-commerce 2025 and Government Decree No. 248/2026/ND-CP detailing some provisions of the Law officially coming into effect on July 1, 2026, timely updating of legal regulations, enhancing e-commerce application capacity, and digital transformation for the business community are becoming urgent requirements for localities.
For Hue City, a locality with great potential for developing OCOP products, specialties, traditional craft villages, and tourism, e-commerce is not only a channel for expanding consumer markets but also an important driving force for promoting the development of the digital economy. However, the digital transformation process of businesses, cooperatives, and household businesses still faces many challenges, such as uneven business skills on digital platforms, limited capacity for building digital brands, and the application of AI, traceability, or exploitation of social commerce platforms has not yet been widely implemented.

Arising from this practical need, on July 10, 2026, the Department of Industry and Trade of Hue City, in coordination with the Center for E-commerce and Digital Technology Development (eComDX), the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, organized a training conference to enhance e-commerce capacity. The event attracted more than 100 representatives from businesses, cooperatives, business households, and related units in Hue City.

In his opening remarks at the conference, Mr. Phan Hung Son, Deputy Director of the Department of Industry and Trade of Hue City, stated that the application of e-commerce is increasingly playing a crucial role in enhancing the competitiveness of businesses and expanding the market for local products. According to a representative from the Department of Industry and Trade, the training program was organized to support businesses, cooperatives, and household businesses in the city to gradually and effectively apply e-commerce in their production and business activities; promote the consumption of key industrial products, OCOP products, traditional craft village goods, and Hue specialties in the digital environment; and expand opportunities to participate in cross-border e-commerce and accelerate the digital transformation process of small and medium-sized enterprises, contributing to enhancing the value and competitiveness of local products.

At the conference, Ms. Nguyen Phuong Ly, representative of the Center for E-commerce and Digital Technology Development (eComDX), shared an overview of state management in the field of e-commerce in Vietnam; and introduced the new points of the E-commerce Law No. 122/2025/QH15 and Decree No. 248/2026/ND-CP.
Organizing training programs immediately after the Law and Decree come into effect helps businesses, cooperatives, and household businesses in Hue City to quickly access new legal regulations and update themselves on the development trends of the digital economy and e-commerce. This also serves as a basis for the locality to uniformly implement the new regulations, contributing to building a transparent and safe online business environment and creating favorable conditions for businesses to develop sustainably.

Besides updating on new legal regulations, Ms. Nguyen Phuong Ly also shared an overview of e-commerce development trends domestically and internationally. According to market reports presented at the conference, global e-commerce retail sales are estimated to reach approximately US$6.86 trillion in 2025 with 2.77 billion online shoppers; Southeast Asia continues to be the fastest-growing market in the world. In Vietnam, the B2C e-commerce market size is projected to reach approximately US$31 billion in 2025, making Vietnam the second largest market in the region and among the countries with the fastest e-commerce growth rates globally. The four largest e-commerce platforms alone recorded sales of nearly VND 430 trillion, an increase of over 34% compared to the previous year.
For Hue City, data from the 2025 E-commerce Digital Map shows that the locality has a fairly good foundation in infrastructure and human resources, but there is still much room for development in digital transactions. According to Ms. Ly, this is also the time for businesses, cooperatives, and household businesses to proactively grasp new trends such as mobile e-commerce, AI-generated applications, livestreaming sales, social commerce, affiliate marketing, omnichannel development, and cross-border e-commerce to enhance their competitiveness.

Continuing the theme of state policy and management, Ms. Tran Quynh Trang, representative of the Center for E-commerce and Digital Technology Development (eComDX), guided businesses in accessing rapidly developing digital business trends worldwide, notably social commerce, short videos, and the application of artificial intelligence (AI) in business operations.

According to Ms. Trang, in the context of constantly changing consumer behavior, businesses not only need to bring products to e-commerce platforms but also need to know how to build their brand through digital content, short videos, and social media platforms. AI is becoming an effective tool to support content creation, scriptwriting, image design, video production, advertising optimization, and customer service, helping businesses save time and costs and improve business efficiency in the digital environment.
Beyond simply introducing new trends, Ms. Tran Quynh Trang dedicated a significant portion of the program to hands-on practical guidance, helping students gradually build and operate their businesses on digital platforms. From setting up professional business accounts and optimizing brand profiles to building customer navigation systems and leveraging the platform's data analytics tools, all aspects were taught directly in the classroom.

Based on local specialties such as Hue Royal Tea, Hue Lotus, and OCOP products, trainees practiced building sales video scripts using a 6-step structure. This included capturing viewers in the first 3 seconds, introducing product value, building trust through quality standards, and employing call-to-action techniques to increase conversion rates. Additionally, representatives from eComDX emphasized community policies on digital platforms and guided participants on using AI tools like ChatGPT, Gemini, and Claude to develop scripts, create content, and optimize communication effectiveness at a cost-effective price for small businesses and cooperatives.
The practical session received significant interest from the participants, with many questions revolving around building a TikTok channel, developing a digital brand, optimizing sales content, and applying AI in business operations. The lively discussion in the classroom demonstrated the growing need for local businesses to access practical digital skills in the context of rapidly developing and constantly evolving e-commerce.

Through the training program, businesses, cooperatives, and household businesses in Hue City have simultaneously updated their knowledge of e-commerce law, digital business skills, and the application of AI in production and business activities. These are important foundations for business entities to adapt to new legal regulations, enhance competitiveness, and effectively exploit the opportunities that the digital economy brings.
Over the past period, the Center for E-commerce and Digital Technology Development (eComDX), under the Department of E-commerce and Digital Economy, has collaborated with numerous localities such as Quang Ninh, Son La, Phu Tho, Gia Lai, Vinh Long, and Hue City to implement training programs on e-commerce, digital transformation, and AI applications for state management officials, businesses, cooperatives, and business households. This series of activities contributes to supporting localities in effectively implementing the State's policies on e-commerce development, gradually building a transparent and modern digital ecosystem, and promoting the development of the digital economy in the localities.
