Ms. Hoang Thuy Vu - Vice Chairperson of the People's Committee of Binh Phuoc Ward

In her opening remarks at the program, Vice Chairman of Binh Phuoc Ward People's Committee Hoang Thuy Vu stated that the business community, cooperatives, and OCOP (One Commune One Product) entities play a crucial role in local economic development, job creation, product development, and market expansion. Through this training program, the Ward hopes that businesses will gain access to additional knowledge, solutions, and tools that can be applied to practical production and business activities, especially in e-commerce. At the same time, this is also an opportunity to strengthen connections between the local government, the local young entrepreneurs' association, and the business community.

At the seminar, the Director of eComDX shared the key contents of the 2025 E-commerce Law, focusing on its scope, applicable subjects, and general new points. According to Mr. Tuan, the general new points of the Law include clearly classifying platform models; enhancing transparency (publicizing algorithms); tightening accountability for removing violations; and promoting comprehensive digital management. Mr. Tuan also emphasized the three core objectives of the Law: protecting consumers, promoting fair competition, and ensuring sustainable development. This contributes to increased transparency, improved management efficiency, and creating a foundation for businesses to develop safe and compliant e-commerce.

The E-commerce Law was enacted in December 2025 and came into effect on July 1, 2026, with requirements such as algorithm disclosure, reporting, and handling violations within 24 hours. From January 1, 2027, electronic verification of the identity of sellers and livestreamers will become mandatory. Therefore, Mr. Tuan noted that businesses need to proactively assess their compliance levels, prepare processes, and data systems to be ready for implementation.

Sharing his insights with young entrepreneurs running businesses in the trade, service, agriculture, and processing industries in Binh Phuoc ward, Mr. Tuan highlighted five groups of entities that must respond quickly within 24 hours upon receiving requests from competent state agencies: e-commerce platform owners; technical infrastructure service providers; logistics service providers; payment service providers and payment intermediaries; and legal entities authorized in Vietnam (for foreign platforms).

In a session focusing on artificial intelligence (AI), AI application trends in e-commerce, and practical solutions for production and business operations, Mr. Tuan shared many practical insights with young entrepreneurs to help local businesses leverage AI to improve marketing effectiveness, optimize online stores, and expand their markets. Mr. Tuan guided participants on effectively using AI tools to design packaging and product images, write SEO-optimized content, create product descriptions, generate advertising images, produce product introduction videos, automate customer service, and analyze data to target the right customer segment.

Thanks to this, businesses in Binh Phuoc province, especially those producing and trading agricultural products, food, and local specialties, can gradually apply AI to save costs, improve the quality of digital content, and increase competitiveness on e-commerce platforms.

Sharing their feelings after the training session, the participants stated that Mr. Nguyen Huu Tuan's presentation was of practical significance to the young business community in Binh Phuoc, helping businesses update their knowledge of the new regulations of the E-commerce Law and raise awareness of legal compliance in digital business. At the same time, the content on applying artificial intelligence (AI) provided practical solutions for product promotion, optimizing marketing activities, customer care, and improving operational efficiency. These practical contents, along with the lively Q&A session at the seminar, helped businesses, cooperatives, and households in the agricultural and processing industries gain further direction in bringing local agricultural products and specialties to e-commerce platforms, expanding markets, and increasing competitiveness in the digital business environment.

Organized to coincide with Vietnam Entrepreneurs' Day (October 13th), the e-commerce training program is a meaningful gift to the business community and households, demonstrating the concern, support, and cooperation of state management agencies and the Dong Nai Young Entrepreneurs Association in Binh Phuoc province for production and business activities in the area. At the same time, the program conveys the message of raising awareness of legal compliance, proactively updating new regulations, and applying digital technology in business, contributing to promoting the transparent, healthy, efficient, and sustainable development of e-commerce in the area.
